Governor Shapiro signed the following bills on Monday that may be of interest to township officials: 

Act 50 of 2026 (SB 1294) increases the maximum penalty for those who provide CDL training without being properly licensed to do so from $2,500 to $25,000. Act 50 took effect on July 20. Townships should make sure that any CDL driver training facilities that your municipality or organization is working with is licensed by the Commonwealth. 

Act 37 of 2026 (HB 2017) removes barriers to nuclear deployment by authorizing new fee structures for small nuclear reactors and microreactors at lower rates than the traditional large reactors. The fees would be collected by the state Department of Environmental Protection and used to cover the costs of environmental monitoring, administrative oversight, and decommissioning. These new types of nuclear power facilities are expected to be federally approved as early as next year and have been discussed as a means of providing energy to data centers. Accordingly, Act 37 takes steps to prepare the new devices, which may be built in factories and transported to the site. Act 37 takes effect on September 18, 2026. 

Act 30 of 2026 (HB 1830) permits roadside assistance vehicles to use blue safety lights. Act 30 takes effect on September 18, 2026. 

Act 46 of 2025 (SB 779) prohibits tow trucks from operating without proper registration, an accessible street address during posted business hour, displaying the company name and contact information on the tow truck, and failing to post all fees and hours of operation at the towing storage facility. The act creates offenses for tow truck operators that fail to provide the owner or operator of a motor vehicle with a written notice containing the name, address, and telephone number for vehicle retrieval, solicits or tows a vehicle without being summoned by the owner or operator, a law enforcement officer, or authorized municipal personnel, or secures a signature from the owner or operator authorizing repair of the vehicle or storage for more than 24 hours as a condition of towing. Act 46 creates additional new offenses for tow truck operators who are bad actors and make it difficult to access or retrieve a vehicle or charge additional fees. Act 46 takes effect in December 2026.
