Applications for Federal Flood Mitigation Funds Now Being Accepted, Letters of Interest Due December 4

The Pennsylvania Emergency Management Agency (PEMA) recently received information regarding the 2026 Federal Emergency Management Agency (FEMA) Flood Mitigation Assistance (FMA) Grant Application Period. The Flood Mitigation Assistance (FMA) program has $400 million allocated for this funding cycle and townships. This funding is expected to be available for the following types of projects:

  • Capability and capacity building activities: $20 million
  • Localized flood risk reduction projects: $260 million
  • Individual flood mitigation projects: $120 million

Municipalities in good standing with the National Flood Insurance Program are eligible to apply for mitigation projects in this program. Previous FMA Applicants (applications prior to and including the FY2024 FMA application period as there was not a 2025 FMA application period) will need to put in a new letter of interest (LOI) for this round. After PEMA approval, interested applicants will need to submit a new 2026 FMA application in FEMAGO. Please refer to the current Notice of Funding Opportunity (NOFO) for FY 26 Flood Mitigation Assistance for program priorities and changes, which is available here. Township officials can also refer to the recently released Localized FMA FEMA Fact Sheet, which can be found here. Township officials interested in applying for this opportunity should review the new PEMA FMA Guidance document, which can be found here.

Please note the following deadlines:

  • A Non-Contractual and REQUIRED Letter of Interest (LOI) form must be submitted to PEMA at RA-Shazmitoff@pa.gov.  All PEMA Letters of Interest (LOI) for this FEMA 2026 FMA application period must be sent to PEMA by 4pm EST on Friday, December 4, 2026.
  • All COMPLETE 2026 FMA Applications are due by 4pm EST on Friday, January 15, 2027. Applications may only be started after PEMA has approved your submitted Letter of Interest. Any incomplete 2026 FMA application after this date will need to wait for the next FEMA FMA application period.

Any questions regarding this communication may be sent to RA-Shazmitoff@pa.gov (State Hazard Mitigation Office e-mail resource account).
