Township Voters Consider Special Taxes, Voluntary Mergers and Board Expansions
Across the Commonwealth, townships had referenda on the ballot during the 2026 election on issues from voluntary mergers to changing board size to dedicated taxes. In Pennsylvania, only questions authorized in state law may be placed before the voters.
Taxes: Townships are limited to a 0.5 mill EMS real estate tax unless they levy a higher tax by referendum (Note that townships in Bucks, Delaware, and Montgomery counties have higher thresholds). Voters approved increases in the following townships: Kidder Township, Carbon County, went to 2 mills; Scott Township, Lackawanna County, went to .065 mills; and Westfall Township, Pike County, increased its millage to 3.
Voters in North Whitehall Township, Lehigh County, narrowly (by 7 votes) approved a dedicated earned income tax of 0.15% to finance open space preservation.
Voluntary Mergers: Voters in Portage Township and Cassandra Borough in Cambria County approved a referendum to merge the borough into the township. In Butler County, voters in both communities approved a voluntary merger of Mars Borough into Adams Township under the new name of Mars Township.
Board expansion: Voters in four townships approved an expansion to their board of supervisors from three to five members: East Whiteland Township, Chester County; Wolf Township, Lycoming County; Sugarloaf Township, Luzerne County; and Conewago Township, York County. Voters in Hanover Township, Washington County, rejected an expansion of their three-member board.
