DCED Annual Filing Notice Mailed; New Deadlines for  Audit, Survey of Financial Condition

By now, you should have received in the mail the state Department of Community and Economic Development’s “Annual Notice to File” mailing which was sent last week.

The notice reminds townships that the following reports will be due:

  • 2027 Municipal Tax Information Form: Due January 15, 2027. Changes to your township’s earned income tax or local services tax rates or EIT or LST collector changes are due to DCED by December 1, 2026.
  • 2027 Municipality Report of Elected and Appointed Officials: Due January 31, 2027. Required for liquid fuels payments.
  • 2026 Survey of Financial Condition: Due March 15, 2027. However, to receive liquid fuels payments by March 1, this report must be submitted to DCED no later than January 31, 2027. (Note: This is about two weeks earlier than past years.)
  • 2026 Municipal Annual Audit and Financial Report (AFR): Due June 30, 2027. (Note: This report and the annual audit were previously due April 1.) This new deadline for the AFR and the audit itself is thanks to Act 24 of 2026, which fulfilled a PSATS resolution. Note that if AFRs are not filed by January 1, DCED will flag accounts, and municipalities will be unable to receive or draw down DCED grant funds, including LSA grants. For example, any municipality that has not filed its 2025 AFR by January 1, 2027, will be flagged in DCED’s system.

If you have not received this mailing, you may download a copy and the tip sheets referenced in it by clicking here. Call DCED toll-free at 888-223-6837 with any questions about the forms or requirements. All reports are filed on the Municipal Statistic e-filing website at https://apps.dced.pa.gov/Munstats-forms/LogIn.aspx.
