PSATS Submits Concerns on Federal Financial Assistance Rulemaking
Last week, PSATS submitted comments to the federal Office of Management and Budget raising concerns about the proposed Regulation for Federal Financial Assistance, which governs federal grants and cooperative agreements. PSATS raised concerns that the proposal will result in significant uncertainty in award funding, that federal grant awards will become a political tool rather than a competitive opportunity, and that these changes will ultimately discourage local governments from applying for federal grant opportunities in the future. The Association’s comments urged OMB to consider remaining with existing historical precedents, including that federal funding award terms and conditions remain unchanged after award; that efforts continue to be made to simplify grant administration; and that the grant funding remain non-partisan, as townships must continue to be given a fair chance at federal funding opportunities.
