Percent Change in Pennsylvania Municipalities

The U.S. Census Bureau recently released 2025 estimates of the total population by municipality using administrative records. The Pennsylvania State Data Center prepared a brief of Pennsylvania’s changes. 988 municipalities in PA increased population between 2020 and July 1, 2025, 43 municipalities had no change, and 1,540 municipalities lost population. Click here for an interactive version of the map above, where you can click on your township to see the estimated percent change.  

The municipalities with the largest numeric increase in population were Pittsburgh, Allegheny County; Bethlehem City, Northampton County; Upper Macungie Township, Lehigh County; Upper Merion Township, Montgomery County; and Hampden Township, Cumberland County. Municipalities with the greatest numeric decrease were led by Philadelphia and Erie cities, mirroring their positions as greatest numeric losses in this category in last year’s report. 

The municipalities with the greatest percentage increase were Lancaster Township, Butler County; Westfall Township, Pike County; Jackson Township, Butler County; Wind Gap Borough, Northampton County; and Slippery Rock Township, Butler County. The municipality with the greatest percentage decrease was California Borough, Washington County.
