The state Department of Transportation Turnback Program transfers ownership of and responsibility for state roads to municipalities. As part of the deal, the state gives the municipality $4,000 per mile annually for maintenance. This rate has not increased since 2006, but new legislation could have townships receiving more funding in the future.
