Gov. Josh Shapiro also signed Act 29 of 2026 (HB 858) yesterday. Act 29 would direct the chief assessor to maintain a list of all non-owner-occupied property in the county with current contact information for the property owners. Within 30 days of purchase of property in the county, the new property owner would be required to submit contact information to the chief assessor, which for businesses must include contact information for an individual or employee who has the authority and ability to repair or correct a municipal code violation, which the property owner must keep updated. The county may levy fines of up to $500 against companies or individuals that intentionally or knowingly provide false or incorrect contact information.  

In addition, if a property is cited for violation of a municipal ordinance or code, the municipality will be required to collect contact information for the property owner and provide this information to the chief assessor. A municipality may request contact information from this list from the chief assessor, which must be provided if the municipality demonstrates a reasonable need, such as discussions with the property owner regarding property maintenance and upkeep.
