Natural Gas Production Report Shows Growth in Drilling, Average Price 

The Independent Fiscal Offices fourth quarter 2025 Natural Gas Production Report was released, which shows a growth of 3.4% in new production volume for the quarter compared to 2024 and a full-year production growth of 5.1% in volume over the prior year. 

More importantly, the growth in new horizontal wells spud was 55.4% compared to 2024, a growth of 46 new wells and the first annual increase since 2022. Washington and Lycoming counties saw the most wells drilled in 2025, while Susquehanna and Greene counties also saw growth in new wells drilled. New wells drilled is a primary component of natural gas impact fees. 

Natural gas prices peaked in late 2024 and drove up the Pennsylvania average for the fourth quarter 2025 to $3.08. Higher annual prices will also have a positive impact on natural gas impact fees for 2025. Click here for the full report.
