DEP Expands Quick Permitting Program to NPDES General Permits
The Pennsylvania Department of Environmental Protection (DEP) announced the expansion of an expedited permitting initiative for land, air, and water-related projects. The Streamlining Permits for Economic Expansion and Development (SPEED) program is now accepting applications for Chapter 102 NPDES general permits for stormwater discharges associated with construction activities, as well as Chapter 102 erosion and sediment control permits, Chapter 105 dam safety permits, and Chapter 105 waterway and wetland encroachment permits.
Created by the General Assembly as part of last year’s budget deal, the SPEED Program offers applicants the option to bypass the traditional permit line. Under this program, which launched in June, projects can be reviewed first by a qualified professional contracted through DEP, with costs covered by the applicant. DEP will retain final authority over all permit decisions.
