PennDOT Local Road Count Program Underway 

In late February, the state Department of Transportation sent email notices to impacted municipalities if their locally owned roads would be part of the Department’s Local Road Count Program for 2026. The notice included a spreadsheet of all count locations within the engineering district with contact information to learn more. The counts will be conducted from March to November 2026.  

Due to fiscal constraints, not all engineering districts will be part of this year’s program Local Road Count Program. A series of automated processes were used to determine the identified roads and Engineering Data County Services will be collecting data on these roads. The data will help improve PennDOT’s traffic data inventory critical to safety management coordination with FHWA’s Model Inventory of Roadway Elements (MIRE). MIRE is a guideline to help state DOTs improve roadway and traffic data inventory which are used to make decisions on safety, design, and operation of roadways. As such, the local road traffic data will be reported to FHWA through the annual Highway Performance Monitoring System (HPMS) submittal. The HPMS data are used for assessing highway system performance under the U.S. DOT and FHWA’s strategic planning and performance reporting process and for apportioning Federal-aid highway
