New Report Shows Housing Program Use by County 

The Pennsylvania Housing Finance Agency released a new report, Building Opportunity: PHARE funding Trends and County Profiles (2022-2024), to highlight the success and reach of the Pennsylvania Affordability and Rehabilitation Enhancement Fund.  

The report reviews three years of PHARE application data, analyzing key trends in funding requests, funding awards, and proposed impacts. Each county profile delves deeper into the applications and awards it received. Based on application counts statewide, the highest number of applications have been for homelessness prevention and preservation, rehabilitation and renewal of housing, with homeownership one of the lower categories by application count. Based on the total funding request, preservation, rehabilitation and renewal received $112 million in requests, with homelessness prevention receiving $10 million. While every county benefitted from the program, the highest number of applications and awards were Philadelphia and Allegheny Counties. Click here for the report.
