Broadband Grant Program for Unserved, Underserved Pennsylvanians
The Pennsylvania Broadband Development Authority (PBDA) is now accepting applications for Round Two of the Broadband Equity, Access, and Deployment (BEAD) Program through August 1, 2025. These grants will provide high-speed broadband access to unserved and underserved Pennsylvanians at affordable rates. Local governments, public and private utilities, public utility districts, internet service providers, public-private partnerships, and cooperative organizations may apply. Townships may partner with applicants.
BEAD projects must provide high-speed broadband access to eligible locations within Broadband Service Locations (BSL), identified on the PBDA’s Broadband Map. BSLs are locations (including individual residences, businesses, or multi-family structures) that have been identified as unserved or underserved. The map shows Broadband Service Areas (BSA) and available BSLs within that area. Funds can be used to install and deploy broadband infrastructure, long-term leases, planning, design, and engineering, network software upgrades, and personnel costs, A minimum of 25% in matching funds is required for the total project cost.
More information and resources can be found on the BEAD Program page, including updated FAQs, a list of eligible BSLs, BSAs, Community Anchor Institutions, and application templates. Questions can be directed to ra-dcpbda_bead@pa.gov.
