Franchise Fee Audit: Is Your Township Receiving All the Money It Should From the Cable Company?

Your township likely receives, and perhaps depends on, quarterly or annual franchise fee payments from your cable operator. Have you ever asked, though, whether your township is paid in a timely manner, in accordance with the controlling cable franchise agreement?  More importantly, have you ever wondered whether your township receives all of the fees it’s entitled to under the agreement?  

Answering either of these questions requires an audit of the franchise fees paid by the cable operator. An audit is the best and most effective way to hold a cable operator accountable for past franchise fee payments and to ensure the correct payment of future fees.

An audit can turn up many findings. For instance, it may show that the cable operator’s interpretation of the term “gross revenues” in your cable franchise agreement is limited in scope and therefore biased in the operator’s favor. As a result, the township may be missing out on revenue. Other common cable operator errors may include incorrect revenue allocation methods, the “miscoding” of cable subscribers, and changes in accounting methods.

A cancellation received less than 10 business days of the session you are registered for, is subject to a $20 processing fee for refunds. Those who cancel within 2 business days of the session date or do not attend, forfeit the full registration fee and if unpaid, will be invoiced.
