Houck Elected Assistant Secretary-Treasurer of Township Supervisors Association

Lester O. Houck, supervisor and secretary-treasurer of Salisbury Township, Lancaster County, has been elected to serve a one-year term as assistant secretary-treasurer of the Pennsylvania State Association of Township Supervisors, effective April 20, 2004. He will be eligible for a second one-year term in 2005.
Houck was elected to the post by delegates to the association’s 82nd Annual State Convention, held
April 18-21 in Hershey.
In the absence of the secretary-treasurer, the assistant secretary-treasurer is responsible for recording the proceedings of association meetings and making sure association monies are managed wisely. By nature of this position, the assistant secretary-treasurer is a member of the association’s Executive Board with full voting rights.
The association’s five officers and seven Executive Committee members make up the 12-member Executive Board, which is responsible for managing the affairs of the state association. The board meets four times a year to take care of association business and plan new projects that will benefit member townships.
Houck also is a trustee for the state association’s insurance programs and has served on the association’s Nominations and Convention Planning committees. He is a representative to the Pennsylvania Public Employee Retirement Commission Advisory Committee and is a past winner of the association’s President’s Leadership Award.
Houck is past chairman of the Salisbury Township Planning Commission and has served as president, first and second vice president, and treasurer of the Lancaster County Association of Township Officials. He is vice chair of the Lancaster County Solid Waste Authority and chair of the Lancaster County-Wide Communications Committee. He is a member of the Lancaster County Emergency Management Training Center Committee and past member of the Lancaster County Planning Commission, Lancaster County Redevelopment Authority, Lancaster County Housing Authority, Lancaster County Drought Task Force, and Lancaster County Drug Task Force. Houck also is a member of the Calvary Monument Bible Church.
The Pennsylvania State Association of Township Supervisors represents Pennsylvania’s 1,456 townships of the second class and for the past 83 years has been committed to preserving and strengthening township government and securing greater visibility and involvement for townships in the state and federal political arenas. Townships of the second class represent more residents – 5.1 million Pennsylvanians – than any other type of political subdivision in the commonwealth.
