By making sure their traffic control devices are visible and working properly, townships can reduce accidents - and keep themselves out of court.
Instituted in the early 1970s, Pennsylvania’s One Call System notifies owners of underground utilities when a contractor plans to dig near their lines. Townships are required to use the system, and as many officials will tell you, they wouldn’t want it any other way.
The 1996 Telecommunications Act and a recent Federal Communications Commission ruling threaten to strip townships of their right to control public rights of way. At the same time, they could lose millions in franchise fees.

Since opening last spring, the Shippensburg University Center for Land Use has gotten off to a running start and brought land use workshops, expertise, and guidance closer to home for townships in five southcentral Pennsylvania counties.
