There’s no end in sight to the natural gas rush in Pennsylvania, and townships are bearing the brunt of the hunt. A plan from Gov. Rendell would tax drillers and funnel 10 percent of the proceeds to local governments to deal with the costs of the Marcellus Shale frenzy, but is it enough?
