Townships are based on a fine tradition of community volunteerism.
Township supervisors give of their time and energy for little
compensation, often enduring public criticism and even personal
liability, all for the sake of bettering their communities. But
that dedica-tion to civic service is harder to come by than it
used to be. Today, many Americans are more content to sit on the
sidelines, and township officials are faced with the challenge
of edu-cating and engaging their residents - and getting them
to step up and get into the game.
The flowing waters that enrich and beautify Pennsylvania's landscape
also connect its communities, linking them in an intricate web
of land, water, and people. What happens in each part of that
web affects the other parts. That's why, when it comes to protecting
water resources, townships cannot act alone.
